Steel’s Role in Commercial Construction
Structural steel is the dominant framing material for medium to large commercial buildings in New Zealand. Steel’s high strength-to-weight ratio, its ability to span long distances without intermediate supports, and its predictable, factory-controlled properties make it well suited to the commercial building market — from the light industrial shed to the multi-storey office or retail building.
New Zealand has a well-established structural steelwork fabrication industry, with fabricators in Auckland, Wellington, Christchurch, and regional centres capable of producing the fabricated steelwork for most commercial projects. For projects requiring specialist fabrication — complex geometry, heavy sections, pressure vessels — offshore fabrication is sometimes considered, though the logistics and quality management requirements are more demanding.
Design and Engineering
Steel buildings in New Zealand are designed to NZS 3404 (Steel Structures Standard), the primary design standard for structural steelwork, combined with NZS 1170 (Structural Loading) for determining the design loads. Seismic design is a critical consideration in most of New Zealand, and the seismic performance of steel structures — both in terms of strength and ductility — is a key design consideration. Steel’s ductility (its ability to deform without fracturing) is actually a significant advantage in seismic design, as ductile structures can absorb energy in an earthquake without catastrophic failure.
Connections and Details
Structural steel connections — the bolted and welded joints that transfer forces between structural members — are a critical part of steel design and construction. Connection design requires careful engineering, and connection construction requires certified welders (to Australian/New Zealand welding standards) and rigorous quality assurance. Post-Kaikōura inspection of Wellington steel buildings revealed connection details that did not perform as intended, leading to increased attention to connection quality in new construction.
Fire Performance
Structural steel is non-combustible but loses strength at elevated temperatures, which means steel structures typically require fire protection — intumescent coatings, boarding, or concrete encasement — to achieve the required fire resistance ratings. The fire protection specification is part of the building consent documentation, and the applied fire protection must be installed in accordance with the approved design to achieve the required rating.
