New Zealand’s Social Housing Programme
Kāinga Ora (formerly Housing New Zealand) is New Zealand’s largest residential landlord and one of the country’s biggest construction clients. The government’s social housing build programme — which has seen significant investment in new public housing construction over recent years — has created a substantial and consistent pipeline of residential construction work for builders who can access and operate in this market.
For construction businesses, the Kāinga Ora market offers scale, certainty, and a structured procurement environment. It also requires investment in the prequalification, management systems, and relationship development that government procurement demands — and a willingness to work within the design, specification, and reporting requirements that come with government-funded construction.
How Kāinga Ora Procures Construction
Kāinga Ora uses a panel-based procurement model for much of its construction work. Registered builders on the panel are invited to tender for projects as they come to market, within defined geographic areas and project value bands. Getting onto the panel requires prequalification — demonstrating financial capacity, management systems, quality management, and health and safety capability to Kāinga Ora’s standards.
For volume residential construction, Kāinga Ora also works with registered developer-builders who can deliver housing at scale, bringing design, consenting, and construction capability together in a single relationship. This developer-builder model rewards scale and systems over individual project management.
The Design and Specification Framework
Kāinga Ora has developed detailed design and specification standards for its social housing — standards that are more prescriptive than typical residential construction, covering everything from room sizes and layouts to specification of fittings, fixtures, and building systems. Understanding and building to these standards efficiently — developing the production systems that allow KO specification to be delivered consistently and cost-effectively — is the key to profitable participation in the social housing market.
