When Do You Need a Retaining Wall?
Retaining walls are required wherever a difference in ground level needs to be maintained — whether to create a flat building platform on a sloping site, to support road or driveway cuttings, or to manage stormwater and erosion at level changes in landscaping. In New Zealand’s hilly cities — Wellington, Dunedin, much of Auckland — retaining walls are ubiquitous features of the built environment.
The design and construction of retaining walls is not a trivial matter. A failing retaining wall can cause significant property damage, injury, and in extreme cases loss of life. The forces involved — the weight of the retained soil, the effect of ground saturation, and in some cases seismic loading — are substantial, and need to be properly understood and designed for.
Consent Requirements
The Building Act exemptions for retaining walls mean that some walls don’t require building consent. The current exemptions apply to retaining walls up to 1.5 metres high that do not support a surcharge from a structure or vehicle loading, and that are not adjacent to a public place. Walls outside these parameters — taller walls, walls supporting driveways or structures, walls adjacent to public areas — require building consent and engineering design.
Even exempt retaining walls must comply with the Building Code — including the structural and durability requirements — and the designer and builder bear responsibility for this compliance even without consent oversight. Getting engineering advice for any significant retaining wall is prudent regardless of consent status.
Common Retaining Wall Types
New Zealand residential construction uses a range of retaining systems: timber piled walls (H5-treated timber for durability); concrete block (reinforced masonry); poured concrete (cantilever or gravity design); boulder walls; engineered fill with geotextile reinforcement; and proprietary systems such as Rediwall and similar products. Material selection depends on wall height, loading, aesthetics, and budget. For walls over about 1.2–1.5 metres, the structural demands typically require engineering design regardless of consent status.
