Prefabricated construction — ranging from pre-cut framing packages and prebuilt wall panels through to fully fitted-out volumetric modules — offers potential advantages in quality, speed, and labour productivity that are driving growing interest from developers, government, and some builders.
Understanding what prefab and modular construction actually involves — and when it makes sense — requires cutting through the marketing language that sometimes surrounds these approaches and looking at the practical realities of factory-built construction in the New Zealand market.
The Spectrum of Prefabrication
Prefabrication is not a single thing — it’s a spectrum ranging from minimal off-site work to fully complete buildings. At one end, pre-cut framing packages deliver pre-cut timber framing to site, saving some cutting time. Panel systems deliver pre-assembled wall and floor panels. Volumetric or modular construction delivers room-sized or building-sized modules that are substantially complete — with fitout, plumbing, and electrical already installed — and connected on site.
Each point on the spectrum has different trade-offs between factory efficiency and transport cost, between design flexibility and production economics, and between the investment required and the scale of project that justifies it.
New Zealand Realities
New Zealand’s construction market creates specific challenges for prefabrication. The small scale of most projects — individual houses, small apartment buildings — limits the volume production that makes factory investment most efficient. Transport costs and regulatory complexity (buildings need code compliance in the jurisdiction where they’re installed) add friction. And the industry’s culture of site-based construction means that the management practices, procurement processes, and design disciplines that prefabrication requires are less familiar than traditional on-site approaches.
The Opportunity
Despite these challenges, government-funded programmes — particularly in social housing — are actively supporting prefabrication through procurement approaches that favour volume and speed. For construction businesses that can develop prefabrication capability and access this pipeline, the scale and certainty of government social housing programmes offers a different market than the volatile residential market.
