The Healthy Homes Standards Explained
The Healthy Homes Standards, introduced under the Residential Tenancies Act, establish minimum requirements for rental properties in New Zealand across five areas: heating, insulation, ventilation, moisture ingress and drainage, and draught stopping. All private rental properties are now required to comply with these standards, and the compliance timeline has passed for most landlords.
For construction tradespeople — insulation installers, heating system installers, ventilation installers — the Healthy Homes Standards created a significant wave of work as landlords brought properties up to compliance. That initial wave has largely passed, but ongoing demand from landlord upgrades, property sales and tenancy changes, and rental property renovation creates continuing opportunity.
Heating Requirements
The heating standard requires a fixed heater — most commonly a heat pump — that can maintain a living room temperature of at least 18°C on a cold winter day. The required heating capacity is calculated based on the size of the room being heated and the thermal performance of the building envelope. For older, poorly insulated houses, the required heating capacity can be substantial, and heat pumps sized for the standard calculation may be larger than those typically installed in rental properties.
Insulation Requirements
The insulation standard requires underfloor and ceiling insulation to meet specified minimum R-values. For many older rental properties — which have little or no insulation — meeting this standard requires significant insulation installation work. The standard has specific requirements for the installation method and product specifications that insulation installers need to understand to confirm compliance.
The Opportunity for Tradespeople
Landlords who have not yet achieved full compliance, properties being sold and converted to rental, and the ongoing maintenance and upgrade of existing rental properties all generate demand for the trades covered by the Healthy Homes Standards. Contractors who can provide a complete Healthy Homes compliance assessment and remediation service — covering heating, insulation, ventilation, drainage, and draught stopping — offer landlords a convenient one-stop solution that is competitive with managing multiple specialist contractors.
