A nearly half-million-dollar agreement between WorkSafe New Zealand and Claymark — the country’s largest manufacturer and exporter of premium pine products — has introduced AI-powered hazard detection to the timber manufacturing sector. The initiative follows a 2023 workplace incident at Claymark’s Rotorua factory in which a worker lost two fingers due to an unguarded machine.
WorkSafe’s investigation found the machine lacked adequate guarding, the company’s maintenance systems were insufficient, and the worker had not received appropriate training or supervision. The outcome was an enforceable undertaking — a binding commitment from Claymark to implement substantive safety improvements in lieu of prosecution.
What AI Hazard Detection Does
The AI system being deployed uses computer vision cameras positioned at high-risk points in the manufacturing process to detect unsafe behaviours and conditions in real time. When the system identifies a hazard — a worker too close to unguarded machinery, a safety guard that has been removed, or an unsafe posture — it triggers an alert before an incident can occur.
This is different from incident reporting, which captures what went wrong after the fact. The value of real-time detection is the ability to intervene before an injury happens. In a timber manufacturing environment with multiple high-energy machines operating simultaneously, the marginal second between “hazard identified” and “injury” is where lives and fingers are saved.
Beyond One Factory
The agreement with WorkSafe is structured as an enforceable undertaking, which means the safety improvements must be implemented and maintained or Claymark faces legal consequences. But the broader ambition — explicitly stated by both parties — is to develop a model that the wider timber manufacturing sector can adopt.
Claymark has committed to sharing the learnings from the AI implementation with other manufacturers and to actively supporting sector-wide adoption. WorkSafe sees the programme as a test case for how enforceable undertakings can generate genuine industry change, rather than simply extracting a financial penalty from one company.
The Wider Manufacturing Safety Picture
Timber and wood processing is a high-hazard sector. The machines involved — saws, planers, moulders, and treatment plant — operate at speeds and forces that leave very little room for error. New Zealand’s manufacturing health and safety record has improved significantly over the past decade but serious injuries and fatalities still occur at a rate the industry knows is not acceptable.
AI monitoring is not a silver bullet — it requires proper installation, maintenance, calibration, and a human response when it raises an alert. But it represents a significant shift from relying entirely on worker vigilance and manual safety systems in environments where both can fail under time pressure and fatigue.
