A bridge inspection brief should say what decision it needs to support

Asset owners can get more useful advice by defining the purpose, records and required outputs of a professional bridge assessment.

Asking someone to “check the bridge” leaves a lot unsaid. An owner may need to understand routine maintenance, investigate a reported change or establish whether a proposed use needs further assessment. Those are different questions, and a useful inspection brief makes the intended decision clear.

Give the assessor the background

Provide available drawings, previous reports, repair history and information about how the structure is used. Note reported changes with dates and locations, without presenting a lay observation as a structural diagnosis. Identify who owns the asset and who has authority to restrict access or commission further work. If the records are incomplete, say so at the start rather than letting a missing file become an invisible assumption.

Ask for usable outputs

The owner needs more than photographs. Agree how findings will be presented, which limitations will be recorded and how urgent concerns will be communicated. Separate maintenance recommendations from further investigation and engineering design work. Request an explanation of what the assessment can and cannot establish. A visual visit should never be casually treated as confirmation of an unverified load capacity.

Connect the report to action

Nominate who will receive the report and decide on the next steps. Give each agreed action an owner, a target date and a place in the asset record. Where the assessor recommends controls or restrictions, seek clear instructions on implementation from the appropriate professionals and authorities. Keep later repairs connected to the original findings so the next inspection can follow the history. This is an owner’s briefing exercise, not a guide to carrying out an inspection. Structural assessment and safe access need the appropriate expertise; good commissioning helps that expertise answer the right question.
